The Social Problem

The Social Problem
Addressed

In Uganda, 13.2% of the population are persons with disabilities (UBOS, 2024) largely excluded from climate change policy, planning, and resource allocation. Despite being among the most affected by floods, droughts, and landslides, Uganda’s National Climate Change Act (2021) and most district bylaws fail to mention disability inclusion.

This exclusion perpetuates vulnerability

limits adaptive capacity

  • And undermines equitable resilience-building.
